Nagumo was very sensitive to theoretical issues. Hearing that He Rui had actually changed the classic statement of the famous Clausewitz in *On War*, he quickly asked, "Why policy instead of politics?"
"The country Clausewitz discussed was an industrialized country. For a country to promote industrialization, it must already possess strong state and social organizational capabilities.
